He was not expecting Alistair to get back up and unfortunately botched the call. Happens all the time and is nothing to be ashamed of. (Ex. Lawler vs Askren)

However, that is not the reason the fight was called. He legit thought Reem was put to sleep which is why he stepped in. This was the wrong call, but it happens so frequently that you can't really fault him.
