As non-US citizens wait in the pipeline to become eligible for citizenship a lot of things can happen in between and hope becomes hopelessness which translates into high problems. The government must make sure that they must reduce the immigrant effect which says that immigrants will become sick within five years of coming into the country. It makes no sense to earn money from increasing noncitizen's participation in the labor market but turn around and use those same earned income on healthcare. It self defeatists. A long time ago I actually thought about how the US can reduce its immigration and removal costs by ensuring the path to citizenship is reduced and to use the expiration of green card expiration date as the basis to move individuals into the citizenship category early by monitoring expired legal permanent resident card through automatic checks of those cards which should not be renewed without Nonfinancial reasons. Upon checking expired card, people should automatically be put into the citizenship category unless such checks come back as an eligible which requires the noncitizen to appear for a case management hearing to determine why they are not eligible. Things such as criminal convictions etc. should be dealt with without the government incurring costs to remove such individual but give them second chances-immigration probation to improve their eligibility unless such crimes involve terrorism, espionage, violin gun related drugs, kingpin, organizational crime convictions. And finally, getting rid of the word "aliens" will make citizenship and adoption of the United States as our homes will definitely reduced all Immigration related stress and contributes to making the country better for everyone who calls it home.
