I actually got the message of the song (I'm lithromantic and asexual so I've never asked out anyone ever, and therefore have never gotten rejected) because I thought I could understand it, I thought it was about a breakup, or him leading her on by praise or manipulation so when he "rejected" her she'd think it was her own fault(s) or a action that was a mistake. But if it's rejection, as in he is not interested in her, I can't really see how that would be her own fault(s) and it's definitely not him leading her on a path to think that way. It could be for literally any reason, and I feel like she could have asked? Sexuality, lack of interest, life problems, mental problems, you name it! Another thought, the fact he came out only after the song came out is probably because he felt a need to, or at least a push to, because for Billie or her fans or himself or his family or whoever. I wouldn't assume or say he's "forced" to though (from the information provided to us), that Billie just made an honest mistake, not knowing the person well enough to ask him or know his reaction to the song being put out, after all we don't know his name (he's not a public figure she's seen with) so we couldn't have guessed. I believe the reason behind the song is great, you question yourself after a breakup or a friend turning you down when they've been leading you on and you question yourself, but it doesn't make sense when you realize it's just a simple rejection, and he has his reasons, and you don't have to make them up yourself. I get why she might be upset, but not this.
