To do that, a concrete base must be made below, or compact the soil with gravel to a minimum, so it is very easy for the pavers or bricks to crack.

It looks like they missed only one step. There should be a layer of tarp or fencing in-between the ground and bricks and also within the second layer. (It doesn't look like they used enough force to fully compact the wet layers either. It needs to be _really_ smushed, not just flattened and skimmed.) It may be fine if it's purely decorative, but the mixture of weather and weight will weaken the concrete and dirt underneath. It'll crack and sink in some places without the added stability. Disclaimer: I'm no expert. I've only seen this done through other videos. 😬

little tip, a trowel is not a hammer. use your hand to drive the stone down. that produces a much cleaner result. by tapping with your trowel, the traces of the cement remain visible and that is ugly.
