For a vehicle which weighs 250 kgs, you don't require much power even 20 hp will be plenty. I don't know much about electric motors so I can't suggest you which one to use, but if you want to make your project using a ICE engine, you can use even a 100 cc engine but it will be more stressed I would suggest using a 200 cc+ engine it will do over 100 kmph and if your vehicle actually weighs 250 kg, the low torque output of a small capacity engine will not be that big of a problem. One thing to keep in mind is that these engines are motorcycle engines, thus they do not have reverse gear.

you are looking around 20 gas hp or 15,000 electric motor watts combined minimum to power that vehicle 1 gas engine hp= approximately 746 watts at close to 600 lbs (slight safety margin added in) tracks require massive amounts of power to slew (turn left or right from a standstill) and even more to pivot-steer (turn in place about the midpoint). I have a 1000lb. mini dozer that runs a 13hp engine with massive gear reduction that the engine will still bog down and nearly stall out in a pivot steer (total top speed of 3mph), and the tracks are only 36 inches in length and 6 inches wide and thats with the blade fully raised on hard ground if you get on soft or muddy ground you will need even more power

My first idea was an electrical car like this but my car has a broken body then I change the project to a BMW trike. Even you go to aliexpress, you can find a kind of things like this, and there is a hundred of motors and controler that you want. You need to have a basics of physics to calculate the rate and power of the motor that you need.
