i have 1 with 6 18650 with 2000mAh each and it takes like a day or two to charge fully from 0%. The idea is just conect it when you disconect your phone and use that time to charge it. Its usually more the time you have your phone unplugged than plugged so in average you will never run out of charge on the power bank. Mine with 6 cells lasts 4 whole days with my cellphone watching videos and all, so i guess this one with a bit more than twice would last like the whole week, maybe just shy of two.

There's a solution: You can access the battery cells directly and connect a DC step down converter capable of delivering some 10 amperes to the whole bank. The DC step down should be adjusted previously to 4.2 volts at maximum, and a constant current no more than each battery can charge at around 300 to 500mA for safety. Always monitor heat and cells voltage. When the powerbank achieve 4.2 volts, stop the charge. If your buck converter ( step down ) has some led to indicate that the current, or you insert those voltimeters/amperimeter before the powerbank, you can constantly monitor the bank voltage and current. Remember that when using a step down converter, the input voltage should be always above the output, and this particular step down should handle easily some 10 amps for delivering 300mA for each battery. Add safety measures when handling with these batteries. These kind of projects should be made only by people with great experience in electronics and knowing the catastrophic dangers of even a short circuit on a powerbank.

Salvaged from a battery bank, looks like, or is that white plastic part of the packaging for transportation? I don't think so, also when he was welding the cells, there was already dots. I also try to grab all kind of batteries that contain 18650 cells, most of them wear out only like 1/3 of the cells while the others are still fine, laptop batteries are easiest to get, you can actually go back to even Pentium 3 laptops, I made a powerbank from cells from such an old battery, five cells can load my iPhone 6 ca. 2.5 times from 20 to 100%, I actually still didn't go deeper about all that stuff, but I think it's pretty good, like two cells load the battery one time, comparing the volume of the iPhone battery and two 18650 cells, it feels like they are still fine.
