He and subsequent banned the selling of women into marriage, gave women the same rights as men in commerce, ended torture & maiming of enemies and criminals, mapped the empire and much of the known world, created currency, a postal system, expanded and codified medical knowledge, incorporating that of Arab and Chinese medicine, and encourage the development of science. Their criminal code remained harsh, particularly for the army rank and file, but there were few executions and on the whole they were a very advanced civilization, contrary to the propaganda coming from the West. He was also the first recorded monarch who applied the law to everyone, including himself. He also provided for freedom of religious belief and the Mongols sought universal literacy, creating 20,000 schools.
