In this video I explain the world content item level scaling, and how I will order the way in which I do certain activities this week to maximise the possible item level of loot.
The aiding the accord chest is not guaranteed it will work in this way, but i'm fairly confident
These are tiny optimisations, so for lots of people this won't really matter, but I welcome all the degen optimisers in the comments! :)

There is also a "survive the storm" weekly event in the Ohn'aran Plains (south) that scales with item level!

so the box that you get from the big weeklies absolutely drop based on the ilvl you are when you turn in the quest. just checked on my main. turned in quest at 350ilvl opened at 372. dropped a 360 main hand so fuck me.

Historically the loot in bags is rolled when you get the bag, as long as the bags don't stack.

The emissary chests didn't stack, and rolled when you opened them for legendaries; not as you obtained them (e.g. obtained in season 1 and got season 2 legendaries). Did this on 3 different chars
