The graphics are medicore for a 2021 game but the textures for other characters except El presidente looked like something directly popped up from FC3.

It's not possible for a whole huge game to match the level of a pre-rendered cutscene like this, at least not yet anyway. The game is running on an old engine, and is being made so it can run on last generation consoles, which are almost a decade old at this point.
