The simulation doesnt make any sense in my opinion, its just a random theory that spreaded more than other without a reason (maybe because its more easy to understand than the actual explenation). Its a isolated island situated in the stw planet and for some reason people on the island loose their memories because of the nexus, thats why in stw they never mention the br island, because people are stuk there and they never return to the home base. Basically Midas breaked the storm for a moment, that caused the loop to break and for a moment we were able to see Jonesy talking (thats becouse apparently all the members of the agency were outside the loop, and they were able to talk just like the visitor.)

There is no simulation and the storm isn't some harbinger of a simulation. The storm was orchestrated by Shadow to attack The Agency as seen/predicted in the Chaos Rising and Storm the Agency loading screens. So as I said, the event was Shadow attacking using the storm and Ghost defending using the Device or as it's more technically called, the Resonance Actuator

But back to the event itself, Agent Jones was the one remotely controlling the Device from a larger, remote, E.G.O./Ghost base. The person he was talking to on the phone was Jules, the actual mastermind behind the event. While she is Midas' sister, she manipulated him, and Agent Jones during the event; Although she seemed like a double agent working for Ghost to Midas, her alliance was with Shadow and after having seen the storm wasn't enough to topple Ghost, she called for the Device to be dialed to 7.2 which manifested a huge wave, wiping away any of Shadow's enemies,m and the rest of Ghost. This is why Shadow had taken over The Agency right after the event. Shadow has won the fight for now and Ghost has been reduced to nothing but a bunch of bandits at the Fortilla. See?, no simulations or anything, just the same ol storyline. (Also, the device The Visitor was talking about was the rift beacon(s); They needed to be activated at the exact right moment as to realign time in all of the Seven's dimensions)

To start off the flood wasnt intended it was a glitch in the device that caused it, when jones says "can you hear me" you hear midas say "I can" or "success" but in a blur way (back in season x the scientists explained once looped you will be muted and quiet)

D'andre Peterson basically the entire event. We went into the “reality” that is Save the World. They made battle royale as a simulation but Midas created The Device to escape. His plan failed and we only saw glimpses of Save the World. Jonsey was confused because a simulated character somehow came into the “real world”. Phew! I think that explains it!
