Scholz is a modern day Chamberlain.

First thing we have to consider is that the Taurus is produced in limited numbers. Of the 600 missiles that where produced, Germany only has approx. between 150 to 300 missiles in its arsenal. Also to consider is that the Taurus missile is not in production anymore. The production line might be restarted if the systems are still in place. Those EU weapon manufacturers are privately owned. Another thing we need to consider is that the Taurus is an extreme low flying longrange bunker buster missile with the intended purpose to knock out Russian nuclear missile silo facilities underground. So unless the production line will be started again by order of the German government. I don't think Germany will give away those few Taurus missiles while they have them in so limited stock. And those Taurus missiles are for Germany and NATO a first strike anti nuclear deterrent. It might be that considering what the Taurus missile was designed to do if we give Ukraine those missiles the Russian government consider it a direct threat against there Nuclear arsenal. Some things to thinks about why the Taurus has nog been send to Ukraine.
