I think I would have preferred a more precise question since a polygon with 4 unequal sides doesn't necessarily have to have EXACTLY 4 sides. What if it's an octogon with 4 unequal sides? Maybe the question should have been: "A four-sided polygon where all sides are unequal can be called what?" And since "quadrilateral" is a very general term, and it does encompass more than one subset of quadrilaterals, it is going to be a correct answer. But I don't think it is the only correct answer.
