Does this work with the sun lamp? Or just area and spot lights?

Sun lamps don't support texture projection, so just Spot Lights and Area Lights (with a spread of 0) are your best bet :)

Literally like 2 presets work in eevee...

Make sure that the setting "Plane / Light Gobo" is set to Plane in EEVEE mode, and that you're using a plane. I totally forgot to cover that step in this video, but that setting is necessary for the gobos to work with EEVEE. Let me know if that works!
