This was in America in 1916 and we had in India since last 10 years i.e. 2010. India got its freedom in 1947 and it took 63 years for all the governments in power to reach this level. That means, we are 100 years back in these technologies compared to Western world, although we are thousands of years ahead in civilization compared to the whole world. That,s a good point! By the way, I wondered the same when I saw another Chaplin’s short film (The cure), one his most iconic and funniest ones. There spinning doors turn up and I didn’t know that type of doors already existed. Then, I searched when the first spinning doors were made. It was in a restaurant of Square Garden in NY, in 1899.

I'm glad this is available online, but, as noted in other comments, the soudtrack is both obnoxious and wrong or out of sync. Eventually, I turned the sound down and asked my smart speaker to play Scott Joplin. Much better! Also, the last ten seconds or so is messed up.
