He said “you have to *rearrange* these glasses but you can only touch one” pouring the liquid from one glass to another and putting the glass back to the same place, means you haven’t rearranged them at all. So technically he cheated. In fact, the mans first attempt (pushing one glass with another) was less of cheating because it follows the given rules. Good day ;)

It’s technically still got small drops of liquid in the one he poured out in to another glass therefore you have four with liquid and two empty

The instructions were wrong. He said you have to rearrange the glasses. His solution did not involve rearranging the classes. It involved rearranging the liquid in the glasses. Either the instructions were misleading, or there was no solution. The solution shown did not rearrange any of the glasses.
