The statue of limitations is a thing because after a long period of time, witnesses can disappear, evidence can fade or become non-existent, as well as memories. Meaning a trial cannot happen if there isn't any clear cut evidence. It's actually pretty reasonable...... Kind of.

Ted Bundy was a chameleon. I didn’t realize how much so until a magazine published 34 b&w photos of him during his trial. In each one, he looked like a totally different person.

I think it isn't just their physical appearance but rather their overall demeanor/the presence they command that makes them come across like that. Plus, we've only seen these guys through media. I think meeting them in person without any prior knowledge of their crimes might be a different experience.
