Maybe, due to their density, I am not sure how successful that will be. Perhaps try snapping them into smaller parts if you cannot grind them up.

To do it the best way possible you need to start with whole cloves because the smaller a plant part is broken down, the quicker it deteriorates. So starting with store bought powder is starting with a product that will automatically be less potent than fresh ground powder. Normal ratio would be 1:5 (1gram of herb to 5 ml of menstruum). Once you have your oil & herbs, I use a yogurt maker to keep them heated for 10 days, stirring every 2 hours when I'm awake. The yogurt maker keeps the heat at about 110 F. If you do this you will have excellent oil.
