Newsnight is following a community in Knowsley on Merseyside over the next five months to see how people are affected by the cost-of-living crisis. The area is one of the most deprived in the country, with over 25% of children living in low-income households.
Victoria Derbyshire meets Steph Cargill, a single mother of two who works part time and struggles to pay her bills. Some months she gets down to her last pound. She'd like to work full time but wouldn't be able to afford the childcare required.
36-year-old Gary See runs the local community centre which serves hot meals for free to those who need them and runs a heavily discounted ‘social supermarket’ providing kitchen staples at discounted prices. He drives his van to deliver essentials to those in need - from food parcels to electric blankets.
He tells Newsnight that one mother, whose child had attended activities at the centre, told him she was happy because her children were able to get washed there.

Two words I hate are ‘working poor’. If you work full time, you should earn enough to feed, heat and clothe your family. Nobody should be busting their gut at a job and still be reliant on charities to make ends meet. Plus, we really need to do something around clihildcare. If everyone had the chance to use subsidised or free childcare, millions more people could get into the workforce and pay their own way.

It would also help increase the domestic birth rate and reduce the reliance on immigration to support the workforce demands. Career politicians are not planning decades ahead for a better future of those who live here.

Childcare is subsidised if your child is 2 and has a disability, or between 3 years 4 months and 4 if you work. You get 15-30 hours. The subsidy is not enough as the providers have to find ways to put charges on everything else and charge the parents. Oh and in London childcare is £70-110 per day. It's so expensive in some cases sending your child to a prep school is cheaper than a nursery.

@D C Why the only benefit should be child benefit? I don't feel like paying for someone else's children. 😒 Disability benefit I have no issues with. Child benefit when someone has found themselves in unforseen trouble- yes. Paying for children of someone who didn't think to have a workable setup before having them - no. Subsidised state childcare I'm fine with, because it has worked well in other countries and is cheaper than paying for people to sit at home.

That’s me bro just last year I was living comfortably now I’m living by pay check by time I pay money owed food, electricity, heating, road expenses, keeping the kids happy clothed and fed I have 0 money left to enjoy myself. Work my ass with nothing to show energy levels are at there lowest. But kids are happy and that’s all that matters

It is disgusting that the gap between rich and poor in this country has constantly increased. The system is broken. Too often it is the women who bear the brunt. Also, when children have a father they should be supported by both parents.

Women (single mothers) bear the brunt of constant child support income, comfy housing, countless support in every facet imaginable. Who looks out for the men (father)? No one. English (real) men don't want English women anymore. You're disgusting. You're the epitome of the modern woman which is in fact the modern man-with-tits. You are the worst demographic of women in the entire world. But, you're right, you don't deserve the "hardship" (of eternal comfort, support and convenience). Thats what happens when you force women to work and say its good for them. The result is split homes, decreased wages and broken children. Had that not happened the immigration wouldnt be such a problem and crime wouldnt be so high. There is a correlation with the end of the second world war and the absolute decline of the west since then. The good guys clearly didnt win if this is the result. Think further back, not just food banks or blaming tories. This is blaming the people who told you that womens rights was the way forward. Are you happier? Didnt think so.

I remember some sociology studies showing that in the 70s, neighbors in deprived neighborhoods in Chicago shared everything and helped each other. The women would cook in one apartment and hang around in another apartment (for TV and heating) so each household only paid for some utilities, and when something broke down, they chipped in to mend the absolute necessary. That's far from a satisfactory situation, but an aspect of the idea can be borrowed. For instance, two pensioners could live in the same house to share utility fees (one person doesn't need a lot of space anyway), and several parents can take turns to do childcare so all get more opportunities to work. Humans are supposed to live in villages to help each other, and the idea of nuclear families doesn't work in difficult times.

Yep, capitalism in it's pure form encourages selfish behaviour. What you're describing is survival socialism and it is discouraged because the rich lose out. These societal poverty events are cyclical, the ordinary person is for a while encouraged into accumulating wealth and property, which is then all taken away again. Here in the UK there is no good reason for this to be happaning other than ideological decisions. Our government has in less than two years just 'lost' £127 billion as a result of only four events of corruption or mismanagement, what the true figure is one can only imagine, and we do not talk about it at all because the media is oligarch owned. It's cool that you mention villages; when I was young I came up with a way that people could live sustainably, with everyone having enough of what they need. I remember laughing at myself when I realised that my brand new plan was indeed just that, the village.

If we look at who's controlling world politics today and their agenda for this new world order hey have, you'll soon see why things don't ever change. We've had the technology of free energy for decades. Tesla wanted the public to have this in their homes and look what happened to him. Exactly I said the same with Phil and Holly how can they comment on ordinary people the money there on I watched a program on the BBC years ago in the 80s where a MP stayed with a family in a council house who wear on benefits for 2 days and got paid £15,000 while the people on benefits got paid only £2,000 and this was in the 80s , so obviously the £15,000 would have been worth a lot more .

I'm a viewer from the US. People are struggling. Young people, parents & kids, veterans, disabled, seniors. I mean, what the hell is wrong with people who don't want to help? Who don't want to see people live with dignity, have access to food, healthcare, heat, clean water even a reliable roof over their heads. Its mind boggling to me. And its other people who are barely surviving that are stepping up. Not the rich, not the corporations. We knew something was terribly wrong when school teachers, police officers, nurses, etc could not make ends meet each month and certainly couldn't afford to live in the communities they serve. And we did nothing. We're still doing nothing.

There are people who are struggling, but I do not feel like helping that lady with 2 kids who has a nicer house than many couples in full time work and a car (which seriously very few working single people on lower scale of wage can afford), nor the grandma who can help out to take care of grandkids but her family is not able to help her out a tiny bit in exchange. One of my grandmas worked, another budgeted hard and took care of grandkids. Neither would sit and moan, my partners grandma would make and sell stuff and another went abroad to work seasonally to top up her retirement and have some savings. I'm supposed to be paying for this lady's car and kids, or the other lady's kids having free childcare? Nah.

@@mgm8822 I have empathy for people who do something to take care of their lives, and those who genuinely cannot do it for themselves. I can sympathise with the feeling of struggle, divorce is often horrific, and it can be tough feeling stuck, and adjustment to different financial circumstances and more responsibility is tough. I can sympathise with their situation and feelings, but I don't have to excuse their behaviour - the people who work, often long hours on low wages are paying for this lady with 2 kids while often having no prospects of getting their own stable home to have kids in - they also deserve empathy.

Over the years every upper management team is getting 300k bonuses and the businesses we work for made an extra million compared to the years before that and because our employers couldn’t spread the wealth honestly with “trickle down economics” the economy is tanking.

That money isnt going back into the companies it’s going into personal investments. Multiple houses, metals, crypto or even just items of leisure. But also if the plan is to never give any of the wealth to the poorer classes then the whole “strategy” of trickle down economics was a lie and the rich never planned on sending the money down the line in the first place.

Ms. Cargill is clearly an incredibly intelligent and eloquent woman. My heart goes out to her, and everybody else living in poverty. I grew up in poverty, so I know what it is like to have nothing. This becoming a closer and heartbreakingly more real situation for my own and thousands of other families. I work 55 hours as a labourer and used to get 100-£130 a week to use for extras( new shoes , uniforms and holidays). I’m now down to £10-£20 a week. I’m so scared I won’t be able to put clothes on the backs of my family 🥺🥺. There are families a lot worse of than us I know😱😱😱

Great to see someone genuine with a genuine heart actually doing something to help and support people. I think it's absolutely disgusting the way benefits are worked out. The poor lady who had 29p too much in her pension to qualify for help !!! You would think they would give the over qualifying a broader window than 29p ! There's enough money wasted in this country to help everyone who needs it !

I am from India. Just curious. What stops old people from taking care of kids while younger people go to work? Like for example, if the single mom left her children with the older lady living on pension for say 25 pounds a day, she'd be able to work full time and the lady will also gets a helping hand (granted that she still wants to work). UK needs to look at innovative solutions like lowering the minimum wage for people beyond a certain age and stopping low skilled immigration. One of the arguments given for immigration is innovation. There's not a lot of innovation coming from a bus driver, or a fast food worker.

In the UK families are not close. If the son or daughter becomes an adult they move into their own house. If they become very rich, suddenly they move to a different town and only visit twice a year. The only families who stay together are criminal ones.

I’ve cut back on food, showering everyday, heating. Life is tough here in Oz too for pensioners. I rent privately which takes up two thirds of my fortnightly pension. Reasonable accommodation is so hard to get now. My rental is cheap compared to other places. It’s a dire situation and I’m worried about my future at 68.

This young man does a beautiful thing, caring for others. As a Canadian we have the food banks that don't go far enough, but at least people have the option. I looked where Knowsley is situated and notice it is between Blackburn, Liverpool and Manchester and I have to wonder why the major sports teams don't support a charity like this, or maybe they do. Each club could donate a million GBP and support SO many people. I know it isn't our right to tell others to do with the money but to sit by and watch seniors or children not surviving would be extremely hard. A hand up, not a hand out, is the way I always donate and I am a pensioner.

Many clubs do support charities such as Everton with their Everton In The Community with its programmes tackling issues such as mental health, employability, dementia, education, disability, poverty and homelessness in and around Liverpool, Knowsley included. They generate a hell of a lot more than one million pounds per year. But these problems will continue to get worse as even multi million pound charities cannot tackle the societal impact of a failed Tory Government which will do nothing to upset the balance of the rich getting richer and the poor getting poorer.

If you look at any list of the most deprived neighbourhoods in England you’ll see that Blackburn, Liverpool and Manchester are also in the top ten,as well as Knowsley. Many of these places are former industrial towns and cities that generated the wealth of the country but now do not offer as many opportunities. Also see if you can find on the map Halton (near Knowsley), Blackpool, Oldham, Salford, Rochdale, Burnley and Pendle (near Burnley) - these are all also in the top 20 most deprived areas. Nobody is sitting by and watching people not survive. We also have food banks. Donations from football clubs just isn’t enough. There need to be better solutions. The first lady wanted to work but couldn’t because childcare is too expensive. The government should subsidise childcare.

There is a simple solution to this, get the major supermarkets to stop throwing away produce. Milk, eggs, bread, so much is wasted because of silly strict out of date rules. They can ship these items around the area and feed these who are needed. The government needs to stand up for those in need. Also provide those in need a simple card that gives them a massive percentage off goods when shopping, say 80 to 90% off the bill.

Supermarkets are too concerned about how much money they can save by reducing their food waste instead of supporting communities who are in need of support. Let's not be misunderstood here their community programmes and money they raise for local charities is so far off the mark its insulting in comparison to their profits 📈 I worked for 11 years in supermarket retail and believe when I say they do not care about people.

If he's not working they take £7 out of his universal credit if he is working he is probably obliged to send £50 a week. Put it this way it doesn't cover the rent even if he is contributing to the legal minimum requirement.

My ex barely pays enough maintenance each month to cover a weekly shop. Luckily I’ve now remarried and my husband and I both work full time! He used to pay even less when my twins were tiny and I was a single parent (left him when they were 6 months old) a fellow single parent I knew received £550 a month maintenance from her ex for just one kid but were not all lucky enough to see that much!

This is a situation in first world country. It is impossible to imagine the lives of African and Asian peoples who are grappling with many other problems apart from poverty. 33 million people in Pakistan are currently living in makeshift camps alongside roads due to unprecedented floods this year. Another tragedy is of winter season.

Yes, I see all of that and cannot imagine the despair they live with every day. I'm not sure how we consider ourselves civilised when tragedies such as these are allowed to continue without major mobilisations of aid from first world countries. I put stuff in food bank collections every time I go shopping, but there is nothing spare after that for people elsewhere. I think at heart, most people would agree to their countries doing more, but poverty is relative to the circumstances of your life, and I don't think those that are struggling already even have the mental space to be able to consider the lot of people starving half a world away when they can't feed their own kids. That is not to say they don't care, but what can they do?

This situation is unfortunate. However, I agree with the comments on Pakistan etc. I live in a third world country.. I grew up poor, so did my parents.. they worked VERY hard to send me to school etc .. I studied in the uk for 3 years and I was always amazed at the quality, variety and price of food compared to here. It’s so expensive where I live. We learn from an early age to cut and contrive and go without. The difference between needs and wants. If you don’t have go without, if you have little make do with what you have. I think it’s a huge shock for the uk because their basic is another’s luxury. It’s adaption and survival skills. Learning to make meals stretch. Learning how to cook very cheap and affordable meals.. even skipping a meal here and there. This is not uncommon in other parts of the world. I’m not saying it’s ideal but this is the reality. I’ve been looking at loads of videos like this .. people well dressed. Nice house, amenities , stoves, electricity etc .. they don’t look as though they’ve missed a meal in their lives .. it’s a stark contract to poverty in other countries where you see people emaciated, homeless etc. This is a shock to the people of Britain and o hope they learn to adapt to the situation.. we don’t have food banks or grants or anything like that.. community centres that do free meals etc… o do loads of charity and help meal feeding programs etc to the homeless , the starving etc.. when I see poverty and hunger.. it’s a far cry from this. I hope things improve. I hope the situation in Ukraine is resolved.. and I hope this brings communities closer, I hope no one forgets the survival tips tricks and hacks and even when things improve, I hope they continue to budget and save. Budget the hell out of it until things improve.. here .. we’ve live on a budget all the time.. regardless of things improve .. budget. You never know when hard times can hit and things just keep going up and getting harder.. I do one meal a day as it’s cheaper . I walk more to save on petrol. I don’t use my ac unless it’s blazing hot , I turn it off at night .. etc .. things to save… it’s all we can do..

It has always been boom and bust, but I can't remember the energy prices going sky-high. I have always paid a monthly amount for electricity (I am all electric), so I have built up enough credit for the winter months. Otherwise, it would be difficult to tackle paying for gas and electricity on a weekly basis during the winter.

I was a single parent with 2 small lads .I was lucky I was self employed doing manual work mostly for middle class people .I was taking kids to work with me .sometimes they liked it sometimes not .sometimes customers said it was cruel and took em in to watch telly while I did the work .anyway b4 they left school they was able to do about 40 different jobs professionally from drains to roofing .fencing slabbing brickwork ,all sorts lof woodwork recycling .they have never been out of work

@@rogermellie3724 that's a very good point, whether or not the child was planned, the parents should first consider their financial situation, depending on the nature of the parents, they might want to keep the baby whether they're ready or not. Logically thinking this is irresponsible, but I can empathise and understand that once they're aware of the pregnancy, they may feel obliged to keep and raise them.

I was raised in one of the areas next to Halewood and Knowsley, Speke being just over the boundary in Liverpool City Council area. There are a few areas within Knowsley and Liverpool areas that aren't as bad off, and if they were taken out of the equation areas such as Halewood, Huyton (well one side of it), Speke, Toxteth etc would be shown in an even more desperate situation. I don't live in the area now, work took me away, but whenever I am back I still see people struggling. This in a country that is one of the richest in the World.

@@ilaria298 I am shocked to hear that it's got so bad. It's never been a very rich area, not even just before my time when there were lots of jobs at Ford's factory. The big redevelopment of the Parade when the park was lost due to lies by the developer and Council didn't help (I was still living there at the time and where the pitches are now behind the old library were supposed to be part of the new park and the site of the old Speke Comp school). Speke has some good people, like the ones who run the Venny, but unfortunately it has more than its fair share of bad ones too.

@@markc7440 it’s defiantly a tale of two cities I live at the bottom close to the shops on alderwood, and we’re not so bad here, but see terrible things lately and hear stories, the sweet old lady next to me has to have her boiler turned off, she comes in to mine for hot water and some warmth, it’s disgraceful, the ppl at the venny and the church at the Noah’s ark are wonderful, they have a food bank

Yeah the government needs to do something regarding childcare - the current situation is appalling, i don't know any nurseries that charge £50.00 in my area , all of them nowcharge £70.00-£80.00 a day it's crazy.

She’s explained…her children are very young. She used to work full time and bought those things when she was fully employed and with a partner. Everyone’s circumstances can change overnight, literally; those nice things don’t suddenly disappear. Surely you don’t begrudge her a nice home?

There are a small number of trusts that do not ask for referrals and nearly all foodbanks will give our t an emergency package. However referral is required for further parcels.

Childcare is the number 1 problem in my opinion. £50 a day is half a good salary...that's £1000 a month....that's a mortgage payment for a 200k house...how do parents expect to have a decent life with kids if it's that expensive to stay working.

I’m of the firm belief that people shouldn’t be allowed to vote, buy newspapers, or post comments on public forums until they have passed an advanced Critical and Thinking test; and are able to produce the certificate. That would certainly reduce the amount of subjective, poorly reasoned comments.

Where did this woman grow up? as I am 57 and can remember the 70's we lived in army Quarters up and down the country so more than one house, one open coal fired hearth in the living room and that was it, steel framed single pane windows, that were covered in a sheet of ice in winter, coats on the beds and to add to that we were piss poor.

The uk is meant to be one of the most wealthy and profitable countries in the world, yet in a 21st world it appears to be no better than we were in the earlier centuries, no one, and I mean not a single soul, should have to resort to existing like many at the moment, in the case of the lady who was 29 pence over to claim pension credit, she has probably worked all her life to subsidise those who have never worked a day and receive massive payment for universal credit…

The UK is still the world's 6th largest economy with a GDP of just over $3 trillion. The real question is where is all that money and what use is it being put to. The problem is that it is being hoarded. Ultra-High-Net-Worth Individuals, currently defined as those with a net worth of at least $30 million, do not earn money by trading their time like the rest of us but accrue it as a passive income syphoned out of the middle and working classes by buying up the assets and services they need to then rent them back or commoditise them at exorbitant prices. The only way to get this money back flowing back through the economy is through tax on this scale of wealth. We did it in the past to the greater common good and we need to do it again and aggressively if we are to bring an end to this horrow show across the world.

I'm in the USA, but it doesn't matter where you're from; poverty is debilitating. What makes me sick is that we are all too willing to make documentaries like this, and wring our hands about poverty, as though it is some disease affecting beings on another planet, and yet we seem to expect so little in the way of progress. We effectively have peonage in much of the Western world, and we heard it, yet again: I want to work, I want to do better for myself and for my family, but every time I try to do better, then my real costs actually increase, and I'm worse off than I would have been had I done nothing. That is real. Meanwhile, do-gooders try to blunt the effect of policy, but it's like trying to bail a sinking ship with a teaspoon. It's no accident that so many people are forced to live this way, and the entire society bears responsibility. It doesn't have to be this way. Is it that intolerable to think that we could cut a little from the top in order to put an end to structural peonage?

Yes, to those that feel entitled to their stupendous wealth, it is intolerable. Here in the UK, sycophantic pseudo-scientists came up with eugenics to justify the rightness of those that have so much, having so much. It was then exported around the world and informed some of the horrors visited on "useless eaters" in the US in an attempt to eradicate that part of society. The nazis thought it was a great idea too, as do many of the alt-right movements around the world today. Nothing like "othering" people to ignore their pain.

@@freakinfrugal5268 Well, you're not alone in feeling this way, and I can remember when I would say the same thing. Notwithstanding the question of whether democracy and capitalism can peacefully co-exist in a world of increasing competition for resources, and skipping a whole bunch of important and interesting points along the way, I think the bottom line is that we don't have open, accessible, and equitable competition...only the idea of such. What we have is a very structured and intentional system that ensures a steady supply of humans in need. When I recognized that, then it became problematic to think of people in need as parasites, rather than amazing human beings who were arbitrarily born to the "wrong" families, or with skin too dark, or accent too thick, or on the "wrong" side of the tracks. I stopped swallowing the bologna sandwich (bs) propaganda when I realized it was being authored by the people trying to preserve their way of life on the other side of the tracks.

Most of these people aren't in proper poverty. The young mum had a nice house, a car and an expensive hair cut etc. I work full time and struggle to afford those things. It's more about social poverty, where people are living beyond their means.

Here in the US it is often the case that economically deprived areas are often very dangerous as well. I've never been to the UK, is the same true there? The people's places visited looked quite nice and many seniors and children. I hope that they can at least feel safe walking around their neighborhood as needed! Such a sad situation for so many, as is here as well.

Low income neighbourhoods in the UK as well tend to have higher crime rates than richer neighbourhoods. We have much lower murder rates in general than in the USA (most likely due to it being much harder to access guns), but gang activity, drugs, robbery, assault things like that all increase in these neighbourhoods (on average).

In the Black/Asian deprived areas yes. The same as the US. Crime is quite bad in white deprived areas, which are often full of people of Irish origin.

The cost of living is out of control. They say that the cost of living in the USA increased by 8%, but that percentage is a lot less than it really is in reality. I think that the cost of living has increased by 40% in the last ten years. The cost of food, housing, and fuel in the USA is so expensive that many people have to decide whether they are going to pay their electric bill or buy food. The situation is sad in the USA. I don't know how low-income people are surviving.

usa here - total amount of meals i've had this year = 65 - 70. pretty typical for how most of my life has gone if measuring it as nutrition instead of just putting anything in my stomach. you can be full and not be getting anywhere close to what your body needs to prevent it from starting to break itself down to get the stuff our vital organs need every day. most of the stuff people eat here is so low nutrition idk how we call it food. its all junk/snacks here. because laws are very different state to state and its near impossible to change states if you are impoverished, some people can get more help than others in this country. i live in a state that wont help people unless they are pretty much on their death bed, have kids they cant afford, or are decades older than i am. employers dont need a reason to fire anyone in my state. they try their hardest to pay as close to minimum wage as possible, and minimum wage is 1/6th the cost of living in my state right now. basically its impossible to stay alive unless you know a bunch of generous well off people or were born into financial stability here..

Things are similar is areas of Australia. The largest growing welfare sector is middle class. Two years ago they were comfortable, but with rising rent/mortgage, utilities, fuel and stagnant wages, things are getting tight.

The woman who clearly isn't that deprived of getting her hair and lips done also has a lovely home, yet only works part time? Mr charity man seems to have enough money to get his teeth done?!? Don't get me wrong times are extremely tough rn I really can appreciate that however I don't feel like this is what you call "deprived" I know there are people really suffering in these times yet the BBC has done a terrible job at really showing this.

Could somebody please explain to my what causes the deprivation in this area? I'm planning to relocate to St.Helens which is also in the Merseyside area, properties are very cheap there, and seemingly wages aren't much lower compared to where I live now in Bedford. So what causes the issues in that area? When I go on rightmove I see a lot of houses are being sold, mostly primary inhabited by old people.
