I dont understand, they say it doesnt need a central router, but then needs a "border router"?

Hi, the main difference is that for non-IP mesh protocols like Zigbee or Bluetooth Mesh, to connect a node to the Internet you need a proprietary gateway i.e. a Philips Hue light bulb which is based on Zigbee requires a proprietary gateway made by Philips, and IKEA light bulb which is also based on Zigbee requires another proprietary gateway made by IKEA. A Thread border router is more like a Wi-Fi access point, you can connect any Thread-based node to the Internet with just one Thread border router.

Umm u want ppl to put these where, how might u regulate the intelligence agencies, in writing that there can be no interception either in tvs phones or in small nanoparticles
