*Short answer:* No. Kong is fighting Mecha Godzilla in the city, not Godzilla. You can tell cause his spikes light up from top to bottom. That's what Mecha Godzilla does. Godzilla spikes glow from bottom to top.

In the trailer, there appears to be a metallic Godzilla falling over in the background of the city evacuation scene. And there appears to also be a robot diagram of a kaiju on a computer screen in another part of the trailer. This leads me to believe it’s Mecagodzilla.

Legendary’s MonsterVerse Godzilla honestly has the most interesting distinct personality, one that intrigues me to a certain degree of fascination because while most incarnations of the character are portrayed as evil, actively terrorizing humanity and wreaking havoc and destruction, Legendary’s MonsterVerse’s incarnation of Godzilla has been depicted more so as an anti-hero, a neutral force that doesn’t necessarily side/serve by with humanity willingly but is also generally peaceful and non-threatening, always going out of his way to avoid humans because his actions are only driven by nature. In Godzilla, Godzilla's behavior is that of a territorial animal, Ishiro Serizawa theorized that Godzilla is the driving force to restore balance to nature whenever that balance is disrupted, suggesting that he essentially considers the entire Earth to be his territory. Thus, coexistence with the monster is possible as long as humanity knows their place and does not do anything to disrupt the natural order. My guess is it's mecha godzilla in a skin like in the original movie, in the last movie they did show another king ghidorah head which might hint to the return of him or the arrival of mecha king ghidorah. In Godzilla vs kong in the Tokyo scene when kong had the ax in the back ground godzilla stance looked to much alike as mecha godzilla stance in the old movies. My suspicions are, just like with the original godzilla vs mechagodzilla, mecha had a godzilla suit over its metal shell, and the "godzilla" running amok is actually mecha, but kong + monarch run across the real godzilla some where and pick a fight with him. Then at some point they find that kong and G and fighting, while a city else where is being destroyed by mecha still in disguise. G/Kong go after mecha, and you see the part where mecha is exposed with smoke and red lights glowing on the trailer where the people are running down steps to take shelter (0:03 into this video)
