To be fair the biggest obstacle always to any international intervention has been the US Government. If you look at the history of security council vetos used, you'll find the vast majority of them are by the US blocking any action proposed regarding Israel. If it weren't for that, the UN would have gone into Israel and re-established the 67 borders decades ago.

You omitted the part where most Jews voluntarily left Judea/the Kingdom of Israel to live in Europe's Greek and Roman Empires for centuries as well as other European nations like Russia, Poland etc. The Ottomans did take that land but the Jews had already left and they weren't stopped from returning, they were part of the Ottoman Empire. They returned when the British were given Palestine after WW1 from the Ottoman Empire (yes plenty of Jews were under Ottoman rule)
