Batman is technically a criminal, and he was hunted by the police in the beginning, but because of how useful he is and because Gordon is his friend, they close an eye. That is also the reason why he "disappears" after talking with the police or after inspecting a crime scene, because the police is technically obbligated to arrest him at the end of it, even if they are reluctant, they have to, and Batman knows it.
