It is naive to believe a practice, now ingrained, in the KHP playbook will end regardless of the outcomes and cost to the tax base. Take time to review the KHP annual reports for non-accident traffic stops resulting in citations and/or arrests. It is well-worth their time to dance the two-step from a financial point of view. Compound that with the hard facts: 1. the number of cited citizens who will contest the citations, 2. the number of cited citizens who have the financial means for the legal expense, and 3. the tax base pays for KHP's legal representation, their liability insurance paid by the tax base, down to the toilet paper used by the judge and court staff all funded by the tax base. It's a win-win. Until there is a policy change that is actually enforced there will be no change in behavior. Maybe a 5-day unpaid suspension for the first incident a trooper is caught doing the two-step (and no, the trooper may not use PTO), a 15-day unpaid suspension for the second incident, and finally, termination from the KHP and revocation of all certifications for the third strike.
