Probably because Khabib was in complete control of the situation despite all these fouls. Stopping the action every time would benefit Conor more than it would benefit Khabib because of the "free" break or reset.

I was supporting Khabib and I'd rather have him not interrupt the fight because Conor would've gotten back to his feet. But if there was a rule where if after they were separated Herb let Khabib back into the same dominant position on the ground before resuming I'd want it to be paused.

He clearly says he only takes a point if it affects the position which it didn`t, He never says he makes them stand up if it doesn`t affect the position. You guys need to learn better english lol

Also, the locker room instructions are a short version of his commands during the fight and some basic rules to make sure fighters are aware of the basics. That's essential because otherwise the bout agreement wouldn't be legal.
