There was a very old italian system of playing called "Catenaccio" (early 1960´s), where, among other stuff, a player carrying nr10 would be the "Libero", so, the free-one of any rigid position, able to go everywhere and create chances, essentially a play-maker (the term "play-maker" was invented much later, in order to describe this very thing in english). This player always had to be the globally best among his teammates, cause he had to fullfill so many roles. So, later, when Catenaccio became old, and other systems came up, that could defeat this system, some of the best ever have already carried the nr10-shirt. So, it became kind of a tradition afterwards.
