AFAIK getting the industry running isn't the real problem, the problem is previous contractual obligations. France has solved this with an export ban with only exports to Ukraine exempt. I think Rheinmetall has requested something similar from the German government, as well as financial guarantees, but is still waiting...

As for enrolling, I actually DID seriously consider volunteering. As a veteran, I hoped I would be able to make some contribution to the effort.
