Yes. I believe all seafaring ships have to have insurance. I government will see to it that the ships insurance company pays for damages, rescue, salvage, disposal, and reconstruction, even if it means our government needs to foot the costs for now. Eventually, the ship company/owner from India will have to pay up and reimburse the U.S..

The vast majority of POC have valid IDs. The only place it can make a difference is in voting due to the extremely slim margin elections are won or lost. Some very poor or older people don't drive and don't need to get a license or passport to travel abroad. The Republicans know that and that's why they pass cynical voting requirements laws in order to place their thumb on the scale.
