If it was a peaceful protest he can't by merely being there be accused of provocation he would have to do something provocative then the police could arrest him , it would seem the Palestinian protesters were the provocateurs and should have been arrested YES/NO ?

Of course he went there to get a reaction. It was a legal/tactical experiment that got the police to make an admission that they believed that the crowd would be hostile to a group of people with Jewish appearance who didn't have an obvious affiliation to the march. After major blundering by senior ranks the police eventually got it right when they said 'being Jewish can never be a provocation'. It doesn't matter who ran the experiment.
