I noticed that when loading into the menu, there’s a moment of no music, and when it does come on, it’s seemingly abrupt. My assumption is that the intro isn’t in the tts for some reason, cause I feel there is a beginning to this theme

but these 5 notes are great

you can also hear the 5 notes at 1:37 for those that didn't notice.

It was just cut off from the beginning of this video.

Yes it is. Rainbow is a constantly adapting and changing organisation, as it has to be to fight adapting terrorists. The traditional pure CTU method might look proud and prestigious, but if Rainbow ignored the other tools at their disposal...

@@theregalproletariat Nighthaven has been nothing but trouble to Rainbow and they don't even allow Mira to check if their gear meets clearance. So yes, Rainbow would be better off without their inclusion seeing as how they've caused a huge division within the force and get no real benefits in return aside from their temporary service. That being said, I still like the characters.
