So if you're name is on that list they're going to build a case against you first, slowly expose you over time through media, and finally get you when you least suspect it. I believe he was involved in setting up Tupac's murder and then, in order to save his own skin from the inevitable retaliation, he arranged to let Suge's people kill Biggie. He let Biggie take the fall. The circumstances around Biggie being kept in California for a damn party, circumstances reportedly organized by the Diddler, when he had a big press junket in the UK previously scheduled are very, very suspicious.

Well this guy is victim blaming. They don't carry guns and SA people because they can't get a girlfriend or don't have security.... It's about power and control. I've been a Domestic Abuse Counselor and I lead our county's Victim Services Unit. He needs to talk to some victims about all his whys.
