The description ascribed to that office is explained in 1 Timothy 3:1 This is a true saying, If a man desire the office of a bishop, he desireth a good work. it doesn't give any requisite for a woman to desire this office.

Because preaching isn't only putting out information but preachers have authority over the flock and have a responsibility to lead and guide the flock. All members of the church are supposed to know the Bible but everyone can't be a pastor or minister. But the final answer is God said so.
