Police departments around the world use technology to predict crimes and who will commit them. But critics warn that such “predictive policing” is ineffective and often discriminates against minorities.
In this episode of DW’s Techtopia, DW Chief Technology Correspondent Janosch Delcker investigates the rise of the technology, showing how the life of one Amsterdam family was turned upside down after their teenage son was flagged as a future offender.

I believe there is two important questions to adress: 1) radicalisation throught online activities increased in the past years, leading authorities to develop ways to monitor what is going on online in hope of helping to prevent crimes that frightened people. 2) the second big question is about the scientific validity of the predictions based on data collected online. These tools, with incorrect input data, or incorrect auto-confirmation loops, can become "Weapons of math destruction" (see Cathy O'Neil's book). To disregard the technology seems as premature as considering it as reliable as the truth. Maybe we should think about mecanisms that can be put in place to balance the potential adverse effects of those technologies. There is still the future of the world ahead of us that needs to be designed and adjusted to fit our democratic values and laws...

Our system is ran by a criminal enterprise that protects only those associated with their organizations. Judges and juries are all controlled in any court trials involving their comrades. The guilty go free and the innocent individuals get prosecuted then incarcerated. Where is the Justice in that? Federal judges are bought and paid for and the DOJ and FBI are corrupt and are not held accountable in their mis Justice. They are the true criminals to the people of America. They were instrumental in the attempt to overthrow a standing President they were suppose to protect. Corrupt government cannot be trusted ever again until the FBI, CIA and DHS are torn down renamed and reorganized to become part o of the People Government. @MissFoxification
@MissFoxification Рік тому
I think they are asking the wrong question. The real question is whether the police should be able to target known criminals for increased monitoring. A lot of the time if there's a string of crimes the police know who likely did it and who to ask for their locations. They know where they live and who their friends are. Most crime is by recidivist criminals, you don't need a computer to remind you of that. Whether the software exists or not the police "know the locals". Like the software they make mistakes, police are frequently prejudiced, police will never leave some people alone even if they have never committed a crime. Software on the other hand will remove someone from the list who was previously marked as a criminal or potential criminal if they change their ways or don't commit crimes. Not all juvenile delinquents grow up to be criminals. Perhaps we should be working on software to do this and making sure it works well. It's quite the damning statement, but maybe we can trust the software more than the police. Software can modified, tuned and trained. Police on the other hand have had the same problems for hundreds of years and little seems to be changing.
@juraj_b
@juraj_b Рік тому
That is the issue with the software - it's being fed biased data which creates more bias and self fulfilling prophecy. When you arrest more people of colour in low income neighbourhoods, the software will target those and in turn police as well. The likelihood of this being resolved by software is slim.
@MissFoxification
@MissFoxification Рік тому
@@juraj_b The issues with bad data exist whether we are using it with machine learning or not. It has been an issue ever since police first existed and will continue to be an issue forever. Software won't completely solve the issue in every circumstance. Software may give an margin of error or provide a warning about low certainty of the data but it's up to people to use discretion and pay attention to the facts they trust. If the system states there's a certainty of 10% a good cop will not act on that data alone, a bad cop will. So at the end of the day AI/ML changes nothing when it comes to prejudice as data will never be complete. We need better cops. ML however may be able to provide information that was never there before, such as an alibi, it may stop innocent people from being targeted if it is proven they were elsewhere. As always, the tools are not at fault. People are.

Predictive policing, utilizing statistical data, especially race or ethnicity, sex, age, poverty and history, will reduce crime dramatically. The loop where certain ethnicities, or statistical groups get overlabeled from predicting policing focusing on their neighborhoods, is a short term unfair affect. If a wrong neighborhood gets focused on, or overfocused, this will get reflected in future statistics. Their crime rate will drop, other neighborhoods will rise, overlabeling them. The point of view of a victim is not presented. Point of view of worrying families with vulnerable loved ones is not presented. Did Amsterdam's crime rate drop dramatically after the program, not presented. They did mention, he got off the system but at the very end, not when they introduced the concept. Most undecided to be influenced by this report probably already formed their opinion and unlikely to change it, despite the last part. Report does mention, predictive policing, can be a mask to implement a different program designed to control dissent. Predictive policing, is a double edged policy. It works, in my opinion, however, is it worth it regarding side consequences it will have, is the question. Predictive policing makes society less forgiving, more reactive and self-centered, for better or worse, this will affect other policies, but it does dramatically reduce crime. The victim, especially of violence, usually will have dramatically different opinion on this than the perpetrator, while everyone else, wont know everything about the situation, the most important part, the experience of it. Maybe victim's experience is much worse than people who never were victims might think. Maybe perpetrator feels especially unfair being labeled. The report was biased, and misleading in my opinion, it presents predictive policing to appear not to work, it does. NYC and other areas got clean from similar policies in the past, and now without them, crime rate is much higher, some areas near anarchy, held together by social welfare, mainly caused by people of same ethnicity, sex, poverty level and history. Regardless, i doubt one knows enough to make a right choice on the topic, so this becomes an ideological issue. I say no, but only for that reason, not because i think it is unfair, or doesnt work.
