For my opinion, this tier list was actually awesome, but this is my theory for the rest of the brawlers: Eve: An alien who trespassing to the Earth and uses her kids as weapons? Definetly on broken some laws Janet: What happens if her jetpack accidentally hitted someone on the Stunt Show? But, she just wants to entertain people, so hardly breaks the rules. Bonnie: Similar to Janet, but more dangerous, because of riding a cannon as a 6-10 years old, so... Broken some laws? Otis: This guy is a painter, but uses ink as a weapon to people! Ink was actually really dangerous, so broken some laws. Sam: The founder and mastermind of Goldarm Gang, so same reason with Belle, serious crimes.
