Saying it is sabotage would maybe be less embarrassing than admitting their air defence isn't capable of protecting these areas effectively. The idea that their air defence equipment isn't as effective as advertised might also harm their arms industry in terms of sales. Just a couple of reasons they might prefer to blame saboteur's even if it isn't actually what happened... Of course it could also just be true that saboteurs were responsible. It's just good to think about ulterior motives whenever anything comes out of Russia. They rarely knowingly tell the truth unless that truth serves them in some way.
