He is speaking English. He's from Jamaica and Jamaicans speak in a sorta dialect English. It's a substandared language called patois. I think most Caribbean citizens understand what he's saying. (I'm Trinidadian)

I think what he says is obvious. He is explaining how a black hole due to quantum effects must be releasing radiation close to it's event horizon, specifically known as hawking radiation.
