Yes, but that's because the constitutionality of all citizens, has been broadened...which is of course a Federal act! The Federal government has the constitutional responsibility to make sure the states "carry out" those rights on the state-level, and can assert itself on edicts which support it.

You need to go back and listen to that section again ... he did stress that going through the courts the federal court and what - that he hoped that the state would comply with the federal order. That said --- when I reflect on his presidency, the issues of the day confronting him, particularly civil rights, I can't help but wonder if MLK's decisions and actions didn't play a huge role in Kennedy's lack of popularity plus in his assassination. JFK did not want to publicly get embroiled in the civil rights issue until his second term.

You can not make a blanket statement that says nothing would have happened there because Kennedy wanted all US troops out by 1965. Early in JFK’s presidency he was visited in the Oval Office by General Douglas MacArthur. The General warned Kennedy about fighting a war in South East Asia, fighting a war where you cannot see the enemy. JFK listened and told the General about being in Vietnam in the early fifties, when he was a Senator. He saw firsthand how the French were getting their asses kicked. That is why the he resisted the Military brass hats about sending combat troops to Vietnam. In this interview with Cronkite he says... “In the final analysis it it is their war, we can help them with weapons and sending advisers there, but in the end it is their struggle “ That might not be word for word but you get the idea. Of course he could not say his intention to withdraw all military personnel before the election, he wanted to be re-elected. I just think we don't know what would have happened. Yes, there was a large contingent of military and coverts who didn't like Kennedy. Perhaps they were behind the assassination, but the conspiracy has been covered up pretty well for almost 60 years. While Johnson did escalate us into a very stupid war, I can't exonerate Kennedy 100% because I just don't know what he would have done had he not been sitting in that limo in Dealy Plaza.
