If anything it's to give the character some depth because it wouldn't make sense for her to just have "evil' be their whole personality traits. There has to be a reason for what she does even if it's a complete overeaction. It sets the stage for what she is gonna do next, you know she isn't gonna take the thought of her dogs being killed likely as that is basically the only living thing she cares about and it would make sense that this crazy woman would go as far as trying to burn Cruella alive to do it. They are portraying her as a bad person, they don't let her get away for the stuff she did! What you want is the one dimensional Disney villain that isn't very well written, off maleficent hated humans her wings where cut off by the king for status of all things and she loved him, plus she became a better person in the end because people change. Having somewhat likable and understandable villains isn't a bad thing it makes you actually want to see them and await their interactions with the protagonist.

I still find it so lame. Like, why make an unapologetically evil person into a sympathetic character? It's so goofy that they added so much to give her a reason to hate dogs in an understanding way, and even so, she didn't even kill the dogs so why use this characters if they weren't going to use her characteristics? I don't think so. Think they're only doing certain ones. The villains in Aladdin, Cinderella and beauty in the beast all kept corr rolls. Not only that but she was already in the little mermaid. Maleficent and cruella both have their movies named after them instead of the story they're apart of (ex: it's called maleficent instead of sleeping beauty and Cruella instead of 10 Dalmatians)

There is a book published about Ursula that did try to make her more sympathetic.
