Whats strange exactly? There was a fair bit of distance between the horses so road users are already halfway into the junction before really taken in what is happening.

Poor horses may be both happy to be free and spooked with the environment and strange objects. I do hope neither are seriously injured, and that the white horse gets veterinary attention soon. Both of them are quite beautiful.
