When he said the second wave of the Spanish flu killed *everyone* who contracted it, I thought, "This may be the perfect bioweapon." First, you engineer it in the lab. Then you make a vaccine and vaccinate everyone in your own country. Then you unleash it on your least favorite enemy. Truth is, you don't NEED a large number of highly educated people to create a successful nation.
