I'd like to give my opinion on the question of, why companies do not participate in the research, development, and overcoming business issues of any kind of activity? I believe one of the main reasons is the black market most of the private companies in Algeria have a share in the black market they do not report their real financial statements to the Tax agency, they only show less than 60% of their income to the government. thus the competition or performance indicator is not about the ability to resolve problems and innovate but the ability to fraud, the more you fraud the more your company is competitive in the market. This what explains the low wages of the managers, they do not need to manage they can solve their problems by frauding and bribing. Changing the business's ecosystem is feasible, by ethicly-storm the ecosystem.
