Popular vote won't matter. In places like North Carolina, the NC Legislature has gerrymandered the districts so much, that an even 50/50 split of Democrat and Republican voters in the state is overshadowed by the districts vote, which is now between 65% and 75% in favor of Republican. Unless Republicans in the state wise up, NC will be permanently red for the foreseeable future instead of a fair swing state.
