As violent clashes continue between law enforcement and protesters in Portland and around the country, debate is swirling around how police can cut back on lethal force. Some companies are stepping up to offer new high-tech tools like remote handcuffs for police to use instead of the more dangerous options like pepper spray, rubber bullets and flash grenades.
Human rights group Amnesty International analyzed 500 videos from protests from May 26 through June 5 and found 125 incidents of excessive force across 40 states and the District of Columbia.
"We saw a misuse of tear gas, pepper spray, pepper balls, 40 millimeter impact rounds, basically every combination of less-lethal weapon being used in inappropriate ways," said Amnesty International weapons investigator Brian Castner.
Still, some insist that having options is important for avoiding the need for a firearm. "All of these devices should be at hand for the cops to use other than deadly physical force being used by a firearm because it's the only profession in America where the citizens give you the right to take your life," said Corey Pegues, former New York Police Department Deputy Inspector.

You don't want a situation where the only weapon a cop is allowed to use is a gun or a baton. You want to provide crowd control options, or options for subduing a suspect, that are less likely to cause lasting injury. You have to make sure those less-lethal weapons are used correctly and appropriately, with training, and reasonable punitive measures for cops who misuse them.

Cops need more funding. Funding to go towards better training. A cop with no training cuz his department got defunded won't use a taser or anything else, because he's not trained with it. Cops with better training would be more likely to use other options like hands on or less-lethal, because they are more confident in their abilities to use them because they had better training

I think overall they talked mostly about the use of less lethal weapons (they've had a lot of bad use), not so much about the weapons them selves and how they're better than the I guess "more lethal" weapons. So the title about "the business" of less lethal weapons is kinda wrong.

People standing peacefully on their own porches should not be shot, "less-lethal" or otherwise (unless we're living in a police state). The fascist freak in the White House, who was quoted soon after taking office saying "protesting shouldn't be allowed," militarizing the police for use against political opponents, will soon be gone.

I noticed the question "Why is there an uptick in the use of less lethal?" was not asked. It is a valid question. I also noticed that no one talked about bad behavior of large groups of people. The article, instead, chose to center on how the police works to protect property, life and restore peace. A theme the press is bent on pushing. The press should speak with any home, business, property owner or victim of a riot.

@@TKUA11 yeah, I should've been clear. I really wasn't intending the riots, context of the riots. What I was meaning was a better solution - a good example was that rope around lassoo device (I had always had the idea for a net) - for the type of situation of a person with a knife or a bar weapon who is clearly distressed, not right in the head, and on a city street. He's not really going at anybody and cops are all around him at a distance, telling him to drop it, trying to talk him down. Then one of the cops shoots him. And maybe sets them all of them off, and the man gets riddled with bullets like as they were making a sive.

No thats not really possible because the voltage potential cant rise above the breakdown voltage of the air. Thats around 10kv per cm. So unless your Taser contacts are one meter apart from eachother. The company is lying to ther costomers, thats often the case with shady Tasers.

This is true... but those type of individuals who abuse their authority, tend to be in the minority. I believe that one challenge faced by law enforcement agencies nationwide... is getting RID, of the kind of officers and supervisors who abuse that authority, and their position. I do NOT advocate, for getting rid of police, or law-enforcement. I DO advocate for getting rid of law-enforcement's immunity from prosecution, when they misuse their authority, and community position. Law enforcement immunity needs to go away... but let them keep their tools. These men and women, are constantly under attack from organized crime, and from anarchists. They deserve all of the protection, that technology and funding can give them. However, when a LEO commits a crime, they need to be held just as responsible, as an ordinary citizen. This pulling of the LEO's immunity from prosecution, should act as a healthy deterrent, against LEO's acting like gods, out there on city streets.

@@curtisboswell2619 I agree with you on most of what you think. 40 years ago, I was taught that psychological screening would prevent authoritarian types from getting a badge. Obviously there is room for improvement on hiring and retention of the minority who dirty their badge with these behaviors. But there are also cultural issues within many agencies that soon turn good people with the us versus the world overly militarized mindset, that is fostered by immunity. I have a relative shot to death in the line of duty, so I understand the need for people to defend their own lives. Law enforcement doesn't need to be defunded in the simple minded way some think. Assets and people need to be redeployed to do their specialties. A substantial amount of what street cops do would be done better by social and mental health workers. Cops didn’t use to have to deal with homelessness, addiction and extreme mental illness every day. This has only gotten worse since Reagan emptied the psyc hospitals to save tax dollars.

Less lethal is not non-lethal. Even if it was non-lethal, you could have all four limbs amputated, lost both eyes, have ruptured eardrums and a crushed windpipe and the weapon can still be categorised as one as long as you're still alive

The problem with modern protests is that you now have to keep a lookout for infiltration of instigators from both more extreme groups as well as individuals in law enforcement. The message is slowly getting lost when more protests decend into rioting. Opportunists attacking small business owners trying to protect theirs when protests roll through their neighborhoods dont help preserving the message of the protest either.

The Handheld Ultrasonic System emits a high frequency tone that is audible only to teenagers but not to older individuals. And it is very annoying. It forces teenagers to move away from the target area within an average of 5-10 minutes. The device has an effective range of 15-31 meters. Ultrasonic is a gray area in many respects when the application involves the control of animals or even as a human deterrent to unauthorized intrusion. I’m surprised that there aren’t national and international standards that set limits requirements and tests for these types of devices - like if the police department wants to buy a new toaster I’m sure that said toaster has to comply with certain safety standards before it is allowed to be sold. nevermind the standards that would need to be met for a company applying to fulfill a tender for replacing kitchen appliances in public service buildings? like data on what chemicals, forces, etc and results of testing should be public knowledge. They can get a patent and if it’s non lethal it’s not like building a home version is going to be super dangerous. Weapons suppliers should be subject to the same standards as pharmaceutical companies. like FDA approved tasers ;)

In Democratic cities, BLM and Antifa run amok, because the Democrats in the City Council, Mayor's office, and Prosecutor/DA's offices, are sympathetic to their political stance...and if charged at all, these idiots get charged with light weight crimes, or are given pathetically reduced sentences for the crimes they've committed. Rioting is a crime. Attempting to blow up police vehicles is a crime. Damaging property is a crime. Armed assault with a deadly weapon is a crime. There is nothing peaceful about ANY of those things.

Before the introduction of less than lethal weapons, there were two options for police, shouting and shooting. Less than lethal was meant to lessen the need to shoot. Police use of less than lethal has not decreased police shootings, shootings have increased to unacceptable levels, while the use of less than lethals has blown any projected number of use out of the water. Police departments need to step back into the time before they were given less than lethals and figure out what they were doing right back then. If you believe that less than lethal was designed as an alternative to lethal, there is no way citizens would put up with hundreds of thousands of shootings a year if less than lethal disappeared. Shouting or shooting...we clearly have a police excessive use of force and violence problem.

The law must stop allowing officer decisions like "unless the officer feels threatened". It must state the only times when lethal force is authorized like "only when an actual gun is pointed at the officer" because anything else is not a real threat. duh.

Or a knife wielding individual. Or when someone is choking another person. Or when someone is dragging another person to the edge of a building. Or when someone is driving a car towards a large crowd. Less than lethal is never 100 percent effective and as such it should not be trusted to save someone's life in a split second. It is a deescalation before and immediate response is necessary. Duh.

The whole 'police evolved from slave patrols' thing seems like it's repeated more for political impact than because it's actually relevant. Police developed all over the Western world at about the same time, with the first formal force being in London. Even in an alternate universe where America never had slavery, there would probably still be police. And (based on what happens the world over) policing would disproportionately target/impact disadvantaged minorities. That isn't to say that the police or the system they uphold isn't institutionally racist, I think it is, the connection with slave patrols just seems spurious,

Not a cop, if I felt my life or my family’s safety was being threatened by a individual regardless of their mental stability, I would take the steps necessary to protect them and myself. Your scenario doesn’t apply to lawful citizens, why would I get involved with a individual who is having a “episode”?

Not sure how my preference on abortion matters, but the only other people that should be getting involved in that scenario would be a official of law enforcement. In that situation I could agree with the usage of non-lethal tactics, but even police know if the situation becomes deadly a taser can be ineffective in when someone’s is trying to harm you or others.
