There are calls to reform, defund and even abolish the police. And central to the push for police reform is how police officers receive training. Training has a huge influence on how police officers react during routine traffic stops and during life-or-death encounters. The research shows, other countries have tougher training requirements than the United States. And it turns out, there are no federally mandated training minimums for police officer in the United States. Here’s how much taxpayer money gets spent on police training, and a look at the the cottage industry behind some of the controversy. Both the International Association of Chiefs of Police and Fraternal Order of Police did not respond to CNBC’s request for comment for this story.

I think they were trying to keep it somewhat brief. They did mention there is training after the academy, but you're right in that they didn't specify what FTO training consists of.

Funny how they act like the "burden" of funding police training falls on tax payers. In Ohio there are a lot of people who pay for their own police officer training through academies from their own pockets. There aren't really that many departments that sponsor candidates to go to the academy. And when you consider it's about a 6 month academy followed by 3 months of field training, that's not that short when you consider basic military training is only between 2 and 3 months. Many departments go beyond these 9 months with annual training that continues the officers education. The biggest lacking in training is in dealing with mental health situations. Some studies show as little as 8 hours spent learning how to handle mental health situations. That definitely needs improved. But cutting funding will result in lesser trained officers and worse officers in general. If you want better officers, you need to increase funding for training.

Another issue is the requirements. Like in CA, you only need to be 18 to qualify to be police, and I know people go to the police academy at 17 1/2 years old because this way they will be 18 when they graduate the academy and join the police immediately. (of course, you need GED as well, and I was told police department will then place you depends on your performance, and field training afterward with an experienced officer). Now, no offense to the younger officers, I'm 21 as well. But working as an officer often means more stressful situations, especially in certain areas in CA, especially high crime rate zones. And I just can't imagine me handling the stress and controlling my emotion if I have to deal with some sticking situation or some jerk, I would probably Snap at week 1. And looking at some other state, they often require a military background as well, with the training mentioned above, of course, they act like the military. If more college criteria are needed, like taking ethics classes or Criminal Justice/Law, it could have helped so much and better prepare new officers.

@@notrius7754 Yes? Even on paper their main motivation is to keep more prisoners for more profit. Thus leading to lobbying that can end up mor people in prisons, instead of e.g. a fine. State run prisons on paper are not for profit... and in most places in earth they are not for profit in practice either

When you consider that some countries take two years to train a police officer and here it can take just a couple months, you have to wonder about the quality of the product. American cops are told that the most important thing is that they go home. Take this latest shooting, if I had shot someone simply because I thought that he might be going for a gun, I'd be in jail. Why shouldn't cops be held to that same standard of knowing that there is a threat instead of thinking that there could possibly maybe is sorta a threat. Look how many overreactions we see by the police. There's a nice dashcam video on youtube in which a cop follows a guy into a gas station and after the guy gets out of his car, the cop demands his DL. The guy reaches into his car for his wallet and is shot. The cop then handcuffs the victim before his call an ambulance. How about the Amazon driver who was taken to the ground and handcuffed because he decided to argue about a parking ticket. He's lucky that he wasn't shot for contempt of cop. 80 hours of legal training? I'm expected to know every law that impacts my life because "ignorance is no excuse" but when a cop screws up because he doesn't know the law, we are told, "We can't expect cops to know all of the laws that they are supposed to enforce."

Our military only has 8-12 week boot camps other countries have 26 week boot camps and we still have the better military a better option would be to make a bachelors degree mandatory and make working in corrections for at least 1 year mandatory to make officers more confident in their verbal judo and OC spray so they don’t automatically resort to pulling out a firearm

Gold Winger police officers also go through retraining every year to keep up with certifications, new policy, etc. i get your bootcamp perspective I just don’t think a longer academy would make police better I think experience would no matter how much training a person gets they’re still going to panic in a life or death situation without experience being in one even with mental health training no cop is going to do a mental health evaluation while they’re having a panic attack wondering if they’re going to be killed or injured that’s why I feel experience in corrections where you have no firearm and deal with the same types of people would be beneficial and if they make a bachelors degree mandatory they can learn laws, mental health, etc in college and be ready to learn the job in the academy

As a United States Marine machine gunner I know what continuous training can do.Police should have a continuous training program.Every officer should have access to the following, 1 time a week watch a video and have a test. 1 time a month have a weekend of hands on training in various aspects of policing methods and interactions. 1 week a year have a training camp where the officers stay at the location and have intense training on self defense,live fire and criminal apprehension. We trained everyday to make our responses to different situations second nature.This is what police officers need to make them the best they can be.In many ways there job is much harder than mine was.I would go into combat anytime but I would not be a police officer.Much to dangerous for me.

In my 29 year career, I was required to return to the academy 15 times for a week of training. This was mandated by California POST for all law enforcement officers. I was also required to complete field training after the academy and attended continuous training throughout my career that including line up training (squad training of many different subjects), deescalation training, firearms training complete with shoot, don't shoot scenarios, social interaction training, constitutional law training including continuous updates on court decisions and list goes on and on. As former military myself, I have the utmost respect for Marines, but please understand that military and police are two different animals.

6:50 Wow, even a plumber is required 7X the training hours police is required! Edit: As all things, this needs to be taken with a grain of salt, but even if this is not the case I would want the police to use more taxpayer dollars on equipping themselves knowledge and personel support than weapons. Because God forbid they might even innovate on dealing with different situations more effectively with as much enthusiasm as they have currently with purchasing military grade equipment.

In CT you have to pass written, poly, 1st interview, background, 2nd interview, drug screen, psychological. Academy is 23-26 weeks Post academy field training for 12 weeks 6 months probation following FTO After 1 year of service the probation officer is fully vested police officer. POST - Police Officer Standards and Training is our standard and majority of progressive states follow POST every 3 year cycle mandates 60 hours and 9 hours (split into evolutions). Our in-service is funded by police chiefs association... I think some of your facts are off... at least in all of the POST certified states.

Maybe that's the problem. There aren't ENOUGH POST certified states! I do know I saw a video that in the U.K. police are trained for 3 years before they even get on the streets with an emphasis on de-escalating a problem. But we, the United States, can't have such nice things.

In Australia, we only have State and federal police, All state police require a degree and go though about a year of training. Federal are more like the FBI in the US and don't do regular police work and also are more highly trained. @@mr.basketball4238 We do have access to guns, but they are heavily restricted. Anyone can get a gun as long as they go through a good vetting process that takes 6-12 months and you have to have a purpose such as being a member of a shooting range or a farmer ect. You also can only get bolt action rifles and some shotguns. handguns are even more difficult to get. But yes, restriction of guns does make a huge difference. We have very few shootings here. Also criminals extremely rarely have them. Even if they do its usually a replica.

The streets of USA metropolitan cities are on a different level that you can learn in the classroom. It takes on the job training to do it.

There's not one cop that does not have fear when he has to apprehend someone. In the back of that officers mind he does not know what can happen. Fatalities will lesson if police go to a buddy arrest system. When an officer has a buddy the chances of injury in there will decrease. Egos can get in the way. It's a highly stressful and under paid jobs. But injuries and fatalities can be reduced with a buddy system that takes safety at high priority.

My initial training was all "On the job" (OJT). Didn't see a State Academy for a year and a half. In that time your sheriff (the man who hired you) can loose an election while you become a City Police Sgt. with your County experience without ever getting near an academy yet ? Glad "Requirements" took a great leap since the 70's! But a "RE-FIT" would be most appropriate at this point?

I hear a lot of these reports from the US. One thing im a bit shocked about is the short education to be police in the US. Overhere, Europe/Scandinavia, to be a police is a bachlor degree education, that is University regulated education. That is govermnet regulated education. You need to have an approved high school education in educational subjects. Also to get accepted yo need to go through a admission test. That is both a physical ,mental test and security clearance. If you are accepted then you go through the 3 year education program at a bachlors degree. At the end of the education you write a scientific paper. So i think the US needs to look serious about this and change it.

Do you know how much funds US police get? It is out of proportion and it is spend on heavy weaponry, heavy equipment (armored vehicles, body armor) and only a fraction of it is spend on training. That money could be used for programs to reduce crime, programs to increase education, programs to reduce unemployment AND some of it can be used for MORE training, while overal reducing the funding on nonesense.

First, you have presented statistics on how many are trained various ways, but you have presented NO data on which of these officers are better equipped to enforce the laws or to serve the public. Second, you say that about 1/10 of the training is devoted to "legal" education, but many (most?) of the officers are not especially familiar with the Bill of Rights. Like every other government funded program, 90% of the funds are stolen and misappropriated.

To become an attorney or cosmetologist I am required to graduate from a standardized and federally recognized training program. I am required to pay for this myself UNLESS I earn a grant, scholarship, obtain a loan or some other similar payment program is utilized. Why should joining the police force be any other way? There should be schools across the nation, whether it be a trade school for law enforcement or in state or community college or the like. This should be researched by the attendee and with possible assistance by the school resource personnel (I am blanking on the name of school counselor or personnel who help you look for loans, classes, etc.). Anyway, this is my opinion which was formed with what I know so far. My opinion is not likely to change but it could to some degree, if I had more education to base my opinion on.

Defund the police isn’t about getting rid of the police. And how about spend less on weapons of war and more on actually training. Also they could stop the war on drugs and lessen the violence by so much.

pjsnuggle yes what’s weird is most of the actual violence comes comes from the war on drugs if they could Just set up a system where they could allow the sale of drug but control the use of drugs and invest in mental health and addiction centers it would really help the country but no one is willing to see the solution to the problems in the US

pjsnuggle just saying insulting a person isn’t going to them on your side. breach perplex explained it perfectly “defunding the police” is anti-cop it’s just moving around money to other areas like for people who specialize in mental health to handle the homeless and people facing suicidal thoughts. And animal control and etc. police will focus on actual crimes like thefts, shootings, murders and more instead of small events. Defunding doesn’t mean removing their pay 💰.

Does everything have to be so convoluted? Who are the contracting companies receiving threse hundreds of millions in training funds? Who's checking the effectiveness of the training? EVERYTHING in America has an inflated budget and we spend a much higher percentage on policing, healthcare, education, military with WORSE outcomes. American exceptionalism my azz.

They need to appropriately manage the giant funds already given to them and invest in training. They don't need more money they need less weapons and there you'll have your money for training. Also we need a nation wide standard of minimum training for officers.

In my experience, most cops have 1-4 years of college education before they enter the academy. Most finish their BA degree within the first 4-8 years of employment. Virtually all supervisors and managers have college degrees. A degree after police training and experience is much more valuable than attaining a degree in Sociology or Psychology or Biology etc before Academy training. We had a officer with a PhD in sociology in my workplace. We arrested him for using heroin and possession of child pornography.

It’s sad clowns like you don’t understand the difference of occupations and what dictates the level of training needed to accomplish said occupation. It only takes 40 hours of minimum flight training to become a private pilot yet 81% of people who begin their training never make it to PPL status and remain a student. How long it takes to become a barber or any other occupation is absolutely irrelevant. You people in the public look stupid when you say this. The length of training for an occupation is absolutely irrelevant to the complexity of Saide occupation. The level of aptitude to learn the occupation and it’s complexity is what dictates a challenge or not. From what I’m seeing online I believe 93% of all people that begin barber training actually complete it. . 61% of all individuals that start policing finally do. I think it’s safe to say which occupations harder. And with that being said you’re dismissed

Training is different than educating. Generally, training means teaching police officers to react to a given situation in the field. Education involves developing the mental and moral tools police officers should possess to build strong relationships with the community. It will teach police officers to think about their response to various problems based on vast amounts of knowledge and then take thoughtful action to resolve a problem. What they need is educating them on our Constitutional rights. Police officers enter their profession by taking an oath to the U.S. Constitution. So why is there no concerted effort to make police constitutionally literate? Just think about how much better the police-community relations would be if police were constitutionally literate. Constitutional literacy entails knowing the Constitution sufficiently well enough to invoke it properly. Those who take an oath to the Constitution have the responsibility to know its contents and interpretations of it, such as court decisions that are professionally relevant. There's a lot of men and women that have a career in policing without ever even reading the Constitution. So how sincere is one's oath to the Constitution if one hasn't read it or doesn't understand it? First of all, police academies should replace the standard five to six months of training with a two-year curriculum. In addition to the necessary physical, firearms, and tactics training, recruits should take classes that you might typically find in an undergraduate program - from criminal and constitutional law to sociology, psychology, and conflict resolution. A clear understanding of the nature of the society they will serve, and all its complexities are fundamental to any member of a service profession. By doing a simple search on UKposts and watching a few videos of "First Amendment Audits" you can plainly see how ignorant most police officers are when it comes to our rights. The USA needs to redesign its policing. I'm a UK citizen, having lived for 27 years in Spain, the comparison between European and USA policing is shocking, and deadly for USA, esp Black, citizens. In Europe the USA version of policing is immediately condemned. No where is perfect but the USA as the self presumed leader of the world is a disgrace to the human race. Stop now. Change.

Honestly this sounds like people who don’t know what they’re talking about trying to speak /report on a much more complex and involved topic. There is no balanced approach from most importantly but missing ACTUAL OFFICERS. There is a lot of missing information. There is no talk of the environment and the actual reality of the job that requires said measures. Unfortunately this seems to be the norm now in reporting and should not be called “journalism.” There needs to be a report on today’s “journalism.” As a result reports like these have no credibility and very little substance. Sounds like people are complaining about the cost of law enforcement to the tax payer on one hand and not enough police training on the other hand. Sounds like complaining that there's no federal standards but when ex federal experts are used it's considered too violent. Do you want to spend money to train or save tax payer's money? Nobody's perfect and each state varies in training. Research and current events seems to show the the upper echelon of training, including mental health concerns, is on the west coast and tends to lessen the further east you go. If training is so bad in the United States maybe we should be like other countries like Russia, China, Pakistan, etc. We'll see how America likes to be policed.

Reading helps. Most sane on the left believe moving money from police budgets for buying military equipment toward MORE training is the way to go. Its defunding the current budgets to restructure towards better training, better community engagement. Defunding does not mean taking 100% of the budget away.
