Also compared to at least Makoto (can't speak for Yu yet since I haven't gotten far in P4) Joker doesn't really need to go through an arc, he's a static paragon character, so his Persona stays the same. Because he kept true to his beliefs from the start but just gaining the power to enfore them, and his Persona represents that.

I think the reason is a bit more simple than that, both previous cases of the world persona (messiah and izanangi no okami) are done in a very direct response to godly intervention and taking on the function of a concept(the will to live and the desire for truth specifically). In Jokers case while the circumstances were similar he had the added function of all the unconscious desires in mementos backing him up, sure they’re backing up rebellion but they weren’t backing up the concept but Joker specifically who was the face of their rebellion, so Joker’s persona evolved alongside that desire for rebellion but since it was still “Joker’s Rebellion” it didn’t shift to the world arcana. I hope this made sense to an extent.

I always interpreted Satanael (from a story perspective) as not actually being Joker's evolved persona. Satanael is basically a one time miracle manifested through Joker, by humanity. This is because humanity (or at least Japan) stood together as one against Yaldabaoth, this desire/wish is then manifested through Joker, because all the people were wishing for the Phantom Thieves to win. After the fight people's belief in the phantom thieves begin to weaken as seen by the popularity vote, so he is no longer able to manifest Satanael, and that is the reason why Joker doesn't use it against Maruki and Demiurge. The reason Satanael is the fool is because the fool is numbered 0, the number of unlimited potential, so Satanael an avatar of human desires, could be interpreted as the vessel for humanity's potential. Or maybe Atlus just gave up, who knows.

I actually didn't think of it that way!

I always interpreted it as Satanael being his true initial persona that represented him still not having found “his place” as he attained the World Arcana but his persona is still of the Fool Arcana which shows that "he hasn't found his place" given that's what the "World Arcana" conotes but still apart of the Arcana which symbolises "the beginning of a journey" which shows that even though he has progressed through the game and developed as a character, he's still the same person if only reinforced in his ideals (Satanael's summoning in NG+ "You who would slay gods for thine own justice... very well, I shall become your persona") and the fact that Arsène who was a thief that worked many personas was someone who held justice in mind (And that his summoning held a stance of fighting for what is right) and even in Royal in which he can attain Raoul -- (which is the third persona which is supposed to symbolise [or at least I think so] as relaxing his "hardened will" as it is actually a sort of "regression" to his condemned self "Arsène" as shown how the other thieves in the third semester were actually sort of "relaxing" and they only gained the third persona when they sort of got a "Peace of mind"). A lot of this also is supplemented by the lyrics of Beneath The Mask which can lead to further interpretation as when Satanael comes out that means he is no longer hiding behind a mask or a disguise but showing his true self.

This is an incredibly common theme that is done very very well. There was also an old card game i forget thr name but each player has 5 cards. One player is a king and has a king card, the other is a peasant and has a fool card, you each place one card, if the fool and king are played at the same time, the peasant wins the round but if the king is placed and the fool isnt, the king wins the round. If I am not mistaken, Makoto Yuki was the only one who ever awakened to the World arcana in the entirety of the Persona franchise. Nyx is the forthcoming "ruin" Yaldabaoth talks about as it's a phenomenon destined to repeat itself as Nyx cannot be destroyed in any way shape or form, both Yaldabaoth and Izanami do what they believe would be the best for the world, their intentions are altruistic despite causing harm at the end. Nyx however brings the end of all things.

I've heard a different interpretation. Sataneal isn't the World arcana because he doesn't represent completion at all. He's the Fool because he represents the beginning of a journey. The Phantom Thieves aren't promising the public the ultimate truth or security, but encouraging them to free themselves from the chains of a corrupt social order so they can start to thinking for themselves. That's why the title of the song playing is "Our Beginning": it's a new start for Tokyo where they're now free to decide what to do from here.

Well... in tarot, after you reach "The World" you just start a new cycle from The Fool again. I think Joker didn't "choose" to keep his Fool persona, he just started a new cycle now with a better grasp of the world he lives in. Makes sense even in a gameplay perspective, with NG+ and stuff.

The real reason why he doesn’t get the world arcana is because the world arcana symbolizes the end of one’s journey, this is actually foreshadowing the 20 persona 5 spin offs.

I think that it’s also because at heart, joker IS a phantom thief. This isn’t just a part of his life, he actively likes what he does, and while others move on, joker holds on to the phantom thieves.

Messiah is actually a judgement arcana persona. So there is a possibility that they might change Satanael arcana from fool to world in the next game, who knows.

Messiah is a Judgement Persona. But Makoto obtains the Universe, and uses the Universe against Nyx's true form, not Messiah. I would say transcending using a Persona Entirely and fighting the Will of Humanity and the god it called upon is pretty awesome. Especially with the Universe being a power Igor never believed he would witness.
