The Joint Strike Fighter is the most expensive weapons program ever devised. Costing well over a trillion dollars, the F-35 was supposed to replace the frontline fighters for the U.S. Navy, Marines, and Air Force. But costly delays and setbacks have potentially pushed the Air Force to look for a cheaper option to help fill in the gaps left by the expensive F-35A.
Correction (March 19, 2021): At 5:30 the video misstates the cost of the program at $1.6 trillion to-date. The correct number is $1.6 trillion over the lifetime of the program.
The F-35A was designed to revolutionize fighter procurement. It was going to take the missions of several aircraft and do it all. The maintenance was going to be cheaper and easier due to cutting edge computer software. The list of planes it was going to replace was long. But the operating costs for the aircraft, which is around $36,000 per hour, are still around $10,000 more expensive than older fighters in the Air Force inventory.
“The biggest cost challenge that we face in the airplane is the life cycle sustainment cost of the jet. What I can tell you...is the Air Force is laser focused on that.” Said Brigadier General Abba, who is the Director of the F-35 integration office for the U.S. Air Force. “When we are talking about the cost per flying hour of an F-35, it includes all of those sorts of capabilities that in other airplanes, F-16, F-15, that are not organic to the platform itself. They're things that hang either on centerline stations or on wing stations to help the airplane accomplish its mission.”
Although the F-35 is an incredibly capable aircraft, the Air Force appears to have decided to diversify its fleet. The F-15EX, an upgraded version of the F-15 that first flew in the 1970s is on the acquisition block, and the initial F-15EX was delivered to the Air Force this month. And recent comments by the Air Force Chief of Staff, General Charles Brown Jr., illustrated the possibility of procuring a light fighter to be a replacement for the aging F-16.
“The idea that, you know, because there are some affordability challenges that the USA is somehow going to just bail on this program is mad.” Said Justin Bronk, a Airpower and Technology Research Fellow at the Royal United Services Institute. “Of course, they have to consider the future flights it makes because the sums don't add up and they haven't had it up for a long time. And good on General Brown for grasping the mettle on that publicly.”

A guy who worked in the F-35 program told me a problem is they split the work that’d normally be done by a group of 50 engineers at a single company to over 300 subcontractors that all have to communicate with each other, which has caused a massive amount of bureaucratic bloat.

The reason is to lower the cost. They have the main contractor subcontractor out parts, modules and system to the next lowest bidder who in turn subcontracts out to yet another subsubconteactor.

All wars are exactly that. Russia has used the Syrian civil war as a testing ground for its weapons. It has sold $15 billion worth of weaponry on a war they have spent less than $1 billion on. They have showcased the fact that they were able to expand the control of the Assad Government from 30 percent of Syria's land area in 2015 to 62 percent by 2019, highlighting the effectiveness of Russian weapons. So other nations are no different. I am sure France is using the Sahel conflict to do the same, so the US is not unique in this regard.

when they do those fly overs, most of the time they continue on and do real training afterward. For example, the three bombers that flew over the Superbowl flew across the country did a simulated bombing in Nevada near Las Vegas, then returned to their home bases....

5:30 "The cost of the F-35 program so far..." WRONG. $1.6 Trillion is the estimated cost of the entire program (Air Force, Navy and Marines) from 2006 until the year 2065. This is a very common misconception that we have already spent $1.6 Trillion, but the reality is that ill be in my early 70's by the time we reach that expenditure. Please correct this CNBC. *Edit: the Air Force is NOT buying the F-15EX because the F-35 is too expensive. In fact the per unit cost of an F-15EX is HIGHER than an F-35A. The F-15EX is simply a replacement for the Air National Guard F-15C/D fleet which is getting so old that in many cases the airframes are simple too old to perform their normal operational tasks, even though the Air Force has long planned F-15C/D to be in service until 2025. They are also a stop-gap due to the early end of F-22 production and delays with F-35 production, and will mostly be relegated to Reserve/ANG usage for homeland defense.

The F-35 is a “fantastic” aircraft in the same way communism is a “fantastic” system of government - it only looks that way on paper. But in practice the F-35 is so deeply flawed that even if they manage to fix all of it’s issues, it will still require support from the very aircraft it was meant to replace. No wonder the UK canceled their orders!

The two most important capabilities of a modern fighter are situational awareness and stealth. The F-22 and F-35 cannot be detected far outside visual range. The F-35 provides unparalleled situational awareness. It will be decades before the F-22 can ever be challenged, with F-35 software upgrades.

As far as maintenance costs that is a function of supply chain maturity, and will drop like a stone once the supply chain fills out, with more units in service.

WOW. Finally a good, unbiased account of the program. You especially did a great job with cost. You'd be amazed how many outdated figures are still out there claiming that the cost for an F-35A is still $100+ million or throwing around the $1.6 trillion number without context (or downright incorrectly). Thank you. One thing that I think doesn't get enough credit is that the F-35 is not just designed to replace fighters. It's also intended to replace (or minimize the need for) support aircraft like AWACS (Airborne Warning and Control System) jets and electronic warfare aircraft. This is a source of savings that I've really never seen analyzed, however this is understandable because so many capabilities are still classified. It's hard to know just how good the F-35 is at operating without support aircraft, but if it could it would be huge in terms of cost, as many of these support planes are some of the most expensive in the US inventory.

Update: December 2021 report: F35 manufacturing cost has dropped to 79 million per unit. Estimates are that by end of year 2022, costs could drop to 76 million per unit

You can easily find extensive interviews with them and all of them love it. You can look up interviews with Col. David Berke who flew F-18s, F-16s, F-22s, and the F-35. Just type his name into YT and you’ll see several interviews of him.

Stealth actually reduces overall mission costs. You don't need one sortie of planes just to knock out radars, and then followed by strike aircraft. Stealth allows a few stealth planes to perform a mission that would involve a larger number of non-stealth planes.

No doubt costs could be reduced if they didn't have the political pressure to make bits of it in every state. Dishonest to say that it's a "strong economic engine for the US", money wasted on overpriced planes is money that can't be spent on infrastructure, health care, or education. @@blairtm1977 A military aircraft isn't a house and they aren't comparable at all. Absolutely all current or recent aircraft development projects have taken about as much time as the F-35 and none will ever be finished. The F-16 and F-15 are still getting upgrades and fixes to this day.

Was driving on the freeway in Atlanta when I heard this beast fly by. It's REALY loud. Two f-16s flew by my apartment in Detroit and I didn't hear them until they were on top of me. Basically any kid with ears and a cell phone can detect the f-22 from miles away

When they built the F-16 it wasn’t built as a multi-role badass. It was built as a great airplane and became a multi-role badass. Same with the F-15. When the Eagle was built the mantra was “not a pound for air to ground.” With the F-35 they tried to build a multi-role badass and forgot to build a great airplane first. Also, no previous aircraft program was ever judge by lifetime service cost.

Once again someone who doesn't know what they are talking about. The F-35 had been very successful despite a few program setbacks. The f-35 performs better as an aircraft than the f-16 and f-15 with way better technology and stealth. Imagine if the f-16 came out today. The f-16 had a crash every two weeks when it came out. The f-35 has had 5 crashes, majority of them on the ground. The age of social media has blown the problems out of proportion, and the fact is that all of these problems have been death with already and no longer exist. If you want to use the f-16 to fight against china and russia, be my guest, but you will be absolutely obliterated. The F-35 costs less now than a lot of european fighters, and european costumers are now buying it. The Typhoon has more then 2.5x the operation cost of the f-35 and the countries cant afford to keep them in service. But keep talking out of your ass because you hold nostalgia for the viper and eagle.

@@nicktune1219 I think you misinterpret John Hacker. I think we all agree the F-35 is a formidable aircraft. However, as stated in the video, management of the project has been... interesting. The program was put on probation for a significant amount of time, and it remained in the development stage for 2.5 decades with little to show for it until about 6 or 7 years ago. Sure, we have a rather nice product now, but it's not necessarily about crashes and teething issues. You're absolutely right that a lot of planes have that. It's a matter of whether the plane is actually a good airplane, without all the bells and whistles. I like to think of the F-35 as the new F-4 Phantom. It's big, powerful, technologically advanced, versatile (at least compared to other 5th gen fighters) and it's going to be around a very long time with a lot of operators around the globe. That's a lot of good things that will certainly make it a successful fighting vehicle, but that's about where the good things end. Also like the Phantom, the F-35 is pricey to maintain, it flies only because it's engine suite is the largest ever fitted to an aircraft of its class, and I wouldn't want to go into visual-range combat with one against any kind of MiG or Flanker. Of course, you can argue all day as to whether or not any of these things matter, but John makes a valid point. When the F-15 and F-16 get upgrades, there's still an underlying aircraft that often doesn't need those gadgets to fight. The F-35 and Phantom are weapons platforms that need their gadgets to be effective. Meanwhile, the F-16 and F-15 have sheer flight performance to fall back on. We all remember that fateful wargame of a janky pre-production F-35 against an F-16 where it got it's butt whipped (and yes, that wasn't a fair fight, but the point is the F-35 cannot rely on its performance to survive). And I shouldn't need to remind anyone of what happened to the Phantom early in the Vietnam conflict when we realized the missiles weren't ready and it had no gun. Both aircraft have merits, and both bring huge innovations to fighter design, but there are always compromises. And sometimes, an F-15 or F-16 could be the better aircraft, though the F-35 will win overall.

The F35s performance is actually way better than people give it credit for. It actually outperforms most generation 4 jets when they are both carrying fuel, weapons, targeting pods, etc. It has the most powerful jet engine to ever be mounted in a fighter plane, almost 360 degree situation awareness, some of if not THE most advanced electronic countermeasures in the world, etc. Beyond visual range nothing can touch it. Within visual range, it's on equal footing at worst against most 4th gens.

Yep, Congress passed a $1.9 trillion COVID-19 bill in which less than $200 million, around 10 percent of the bill actually went to COVID-19 relief to the people. The bulk of 90 percent went to pork projects throughout America over the next 10 years... This $1.6 trillion is the F-35 program and operating costs over the next 40+ years... Don't be so easily gas lighted with projected sticker shock... In other words, in reality, the new COVID-19 relief bill is more loaded with pork and wasteful spending than the F-35 is presently and into the 40 years future. At least the F-35 is performing, I wonder what the pork will deliver to the bulk of the American people... Most likely NOTHING! The pork is spent, at least the Pentagon is doing their very best to reduce the F-35 projected operational expenses... The pork projects won't...

Wear and tear on the engines, and the stealth coating, are two of the reasons. Stealth coatings in particular are difficult to maintain when subjected to the wide range of conditions any multirole jet experiences.

There are way too many generalizations in this video. Just saying the F 35 has many problems, not specificing what they are or were, is inferring the problems still exist in current production lots. Several instances of problems cited, like Helmets, One aircraft that caught on Fire, Productions problems, etc., are not specific to the F35. Every new aircraft has development problems. That is what test aircraft are for, to find and fix issues. If one was to look back at the history of F16 and F15 the same complaints of cost and problems with those aircraft were in the media. The cost ,so far, of the F35 program has NOT COST $1.6 Trillion dollars, this completely false. Approximately 500 Million dollars has been spent. The purchase of the new F15 has nothing to due with the F35 aircraft. These are being bought to replace aging older models F15s. Cost per flying hours of $36,000.00 will be brought down to $25,000.00 or less according to the manufacturer, just as they have done with the current cost to $80 million per plane. There is NO PLAN to fill any "gap" with another aircraft. People and media have assumed because comments from General Charles Q. Brown, Jr. No where did General Charles Q. Brown, Jr. say the F35 was a failure. In fact he said the opposite. Countering claims that the US Air Force could buy a clean-sheet design fighter to replace the F-16 means the F-35 project has failed; US Air Force Chief of Staff General Charles Q. Brown, Jr on Thursday said the F-35 was the ‘cornerstone’ of the US tactical air capability. During a Thursday media roundtable, Brown refuted claims the F-35 was a ‘failure’, saying the fighter was the ‘cornerstone of our [US Air Force’s] TacAir [tactical air] capability’. Brown went on to say: “The F-35 is the cornerstone of what we’re pursuing. Now we’re going to have the F-35, we’re getting it out, and we’re going to have it for the future. The reason I’m looking at this fighter study is to have a better understanding of not only the F-35s we’re going to get but the other aspects of what complements the F-35. And looking 10 to 15 years out, because I want to be able to understand as I start trying to make decisions is what do we want to look like as an air force 15 years from now, with the F-35 as the cornerstone of our capability.” He did not say a plan was in the works to replace the F16, only a study.

@@HT-zx8dn when you look at mission requirements the cost is not that bad. If you had 3 to 5 new aircraft platforms the cost would exceed that of the JSF program. Remember back in 1992 DoD was consolidating prime contractors so part of that effort required a multi function plane. Also the number of support aircraft for a mission is reduced along with logistics tail. Is it a great aircraft no but it can do alot of things well(not great). This article is trying to support the effort to reduce the number of aircraft purchased. Any new program will cost more than the one before it even if the contractor quotes a cheaper price. (Inflation) remember f15 and f16 started development in the early 60s. Stealth was not a requirement back then.

Biggest problem with the F-22 is that it is a dead-end design, there is no room for future improvement. Its stealth tech is extremely prone to weather and has to constantly repainted over and over. Its avionics and electronics system was really antiquated 80-90's computer system that is impossible to upgrade. The F-35 was designed to be upgradeable with ease and more modular to fit different needs and situations. This video was much more rounded and well thought out - with both positives and negatives - than the videos produced by Vox. The JSF is undoubtedly the world's premier fighter jet and will remain that way for years to come.

There is another cost to that very high monetary value. Man-hours of maintenance. Wasn't that the reason many older aircraft needed to be replaced.

@@philipjoelsson6547 the gripen isn't actually that good. The only thing that makes it any good is the meteor missile. Upgrading the f-16 would give a better plane than any gripen variant.

However there is a cost the plane will always connected to lockheed network. They will know what is happening to the plane where and what it is doing. U can turned that off but after 30 days the jet shuts down.

@@abcddef2112 I Don't really understand why Singapore buys F35. Its Airspace is 100% overlapping coverage by other neighbouring nations. F35 needs specialised hangar , even lightning can mess with its sensitive electronics. Its not a Top Notch DogFighter.

@@kentershackle1329 Probably more to do with politics. As Singapore is US ‘allies’. It is expensive but should be the most advanced in the region. I guess the idea is to not engage in dogfighting at all. (How successful is that doctrine we don’t know for now?) What is interesting is because of the limitation above, it will bring Singapore closer to USA orbit from neutrality. Sure Singapore is hedging against China, but Singapore (and Asean) do not want to fight China.

17 countries are now buying F-35. Wildly successful program. Why does CNBC not see REALITY right in front of their nose? Just in the last 6 months new customers include Switzerland (36), Finland (64), Germany (35) and CANADA (88)! Over 200 more F-35's ordered.

Yep. Along with creating new jets fighters that , already exist but create it better instead. Such as the F16s, the A10s, F18s, etc Along with creating new and better F14s as SupetTomcats. All that for lesser costs.

Well DoD pushed for consolidation of contractors to lower cost(1990s). Only problem nothing ever really saves money. Every multi role aircraft normally sucks. It’s not Star Trek you can’t invent a word to solve engineering problems. More missions equals more requirement which adds to cost. However more aircraft platforms also add to cost. In peace time it’s better to have Swiss Army knife then several separate knifes. Then during a prolonged war the technology can be leveraged to build specialized mission aircraft quickly. Guessing that’s the big picture view

I thought they did take a " hard look" , I thought these fighters were to provide a stealth capability for allied partners, I guess if your American, you see it differently as a waste of money and have a selective memory and can't remember why allied nations brought into the project. If I were to take a guess the F35B is the best STOVL fighter ever made. It seems to be the F35A that makes the headlines for all the wrong reasons...

The German Military did have better weapons. Howver , the USA built too many weapons that outnumbered the Germans.

The max altitude for the f35 is 50,000 feet and the carman line is 264,000 feet, so it would somehow have to try to gain enough speed when the engines are still working to make it the extra 200,000 feet. So it doesn’t seem possible.

48 out of 50 states involved in the development, production, and maintenance of the F-35. That is how one engineers a program immune from cancelation. Second point, the program fell short in 2 areas. What was supposed to be one basic design turned into 3 distinct aircraft, the F-35B being the most distinct due to its vertical take-of capability. The second is it will not fully replace the aircraft it was supposed to. The F-15EX has been approved, the A-10 will continue to fly, and the Air Force is asking for another F-16 replacement and looking to modernize the ones it has. The 36K cost per hour of maintenance is only one aspect. Another is the time spent in maintenance versus operational time. These aircraft are going to spend a higher percentage of time on the ground than in the air when compared to non stealth aircraft. This reduces the percentage of those that are mission capable at any one time. This is one reason I believe, that the Air Force is looking to procure other aircraft to supplement the F-35s they are flying.
