The vatican has a history as a country that has existed for over 1000 years, formely known as the papal states but they also owned a lot more land including rome and the rest of the romagna region. And the vatican also has the pope as its ruler, and he's literally the head of the catholic church. So theres a pretty good reason why the vatican is universally recognized.
