Colonization suppressed communication and movement of the native population ... enforcing a sort of truce. Then, when decolonization was complete, the ethic groups could get back into "negotiations" with each other ... now with Western industrial weaponry.

In WW2 it was the new superpowers the US and USSR that decided the war. Also, ever since the end of WW2, France has been the only real military power in Western Europe. The British and German armies of nowadays are mere shadows of what they used to be and rely heavily on NATO (US).
