He doesn't say explicitly that "he" did it (cause parts of it are covered by a song) but it is heavily implied that this is what he told Koda. Originally they had a conversation but they decided not to go with that cause they thought it'd be a little too much for kids to hear him say outloud that he killed Koda's mom.

I'd argue the movie itself gives more closure as she never seems adverse to letting Kenai take care of her son, as if she saw from above how their brotherhood blossomed and not only forgave him but deemed him worthy to protect and raise Koda

@@thehermit8618 oh yes, I agree that she never seemed crossed, if anything I know she most likely felt relief someone was there to look out for her son. I loved the original movie with all my heart, I felt bad that both the mom and older brother passed away and I sobbed when I saw them both again. I think a part of childhood me didn't understand that they were hunting out of protection and need for food and that it was just how life worked within the setting of the movie y'know... But I really just enjoyed that tiny jab at them because it was like "ah yes, I feel that" but yeah I totally understand what you mean!
