There is no statue for punishment for violating this law. That is the whole point of the video and Rand Paul's speech. The law only says it is illegal and does not describe the punishment for violating this law. Congress needs to act and add a penalty and/or fine and prison time for violating the law.

And we know that Fort Detrick was working on the SARS II corona virus that Covid 19 came from. That is what is being covered up. So it is Trump who should be arrested.
