The suit she's wearing is similar to the Thailand (*edit: Vietnamese and Malaysian) female warrior dress, and the color blue isn't new to Disney, neither is it new to dark skin color. The main character doesn't even wear blue for most of the time, you eventually see her wearing another outfit in the trailer. And obviously they'll choose their main character to have a dark skin color, it's literally set in ASEAN culture.

I've watched it for 2 times now, its such an amazing movie, it really brings tears and happiness to me at the same time, I gotta say its one of the best animation movies i've seen ☺ I'm so glad and hopefull that i've watched that movie, I've never been so happy from watching a movie like Raya and The Last Dragon :)
